China’s first private satellite export to Southeast Asia comes with hidden legal strings

On August 25, 2026 (Beijing time), a Long March 6C rocket launched from Taiyuan Satellite Launch Center, placing seven satellites into sun-synchronous orbits. Among them was the Lingzhi-09 CubeSat, built by Beijing-based private firm GalaxySpace for Thailand’s Geo-Informatics and Space Technology Development Agency (GISTDA) — the first time a Chinese commercial company has sold an end-to-end space capability to a Southeast Asian government. Under China’s National Intelligence Law, the ground station that Thailand’s space agency received this week comes with a condition most buyers overlook: the company that built it is legally required to assist Chinese intelligence when asked. GalaxySpace, the Beijing-based private firm behind the delivery, handed GISTDA a turnkey package — a CubeSat, a dedicated tracking facility, control software, and a training program for Thai engineers. The launch on a Long March 6C rocket placed the Lingzhi-09 satellite into a sun-synchronous orbit, ready to collect remote-sensing data for land management and agriculture. What the press releases did not say is that every piece of ground infrastructure GalaxySpace supplied sits under a legal framework that gives Beijing a claim on it. The legal condition built into the hardware

The package GalaxySpace delivered is the first of its kind from a private Chinese firm. It includes the Lingzhi-09 CubeSat, a ground station, telemetry and control systems, and a structured training program — satellite operations, remote-sensing applications, and ground-station procedures — conducted partly in China and partly on-site in Bangkok. Wang Yanan, editor-in-chief of Aerospace Knowledge magazine, described it as a turnkey solution covering hardware, software, launch services, ground tracking, and personnel training. The company’s co-founder, Liu Chang, told the Global Times the cooperation “demonstrated GalaxySpace’s end-to-end overseas delivery capabilities.”

The real payload is not the CubeSat. It is the ground station and the legal framework that comes with it. China’s National Intelligence Law, in force since June 28, 2017, obliges all organizations and citizens to support, assist, and cooperate with national intelligence work when requested. The obligation is not limited to Chinese territory. According to international legal analysts and Western legal scholars, the law, along with the Cybersecurity Law and Data Security Law, creates far-reaching duties for Chinese companies to grant state access to data and infrastructure — including in cross-border contexts. The practical consequence for GISTDA is that under China’s National Intelligence Law, the ground tracking station, telemetry systems, and operational software delivered by GalaxySpace are products of a company Beijing can legally compel to provide access to. GalaxySpace has not been sanctioned, and there are no documented incidents of it providing data to Chinese intelligence services. But according to legal analysts, the obligation exists regardless of intent. For any government buying the turnkey model, the legal condition is fixed.

The full scope of what GalaxySpace delivered is easier to see than to list.

Thailand’s own space ambitions give the deal context. GISTDA plans to deploy 16 additional satellites over the next seven years, according to a March 2026 government publication. The agency’s executive director, Pakorn Apaphant, has argued that even a modest space sector generates substantial spillover benefits — Thailand’s direct space industry was valued at about 30 billion baht in 2019, while the broader space-application-linked economy reached roughly 500 billion baht, supporting over 530,000 jobs. A CubeSat with training fits that strategy. The question is whether the legal strings attached were fully priced in.

A template that shifts the risk to the buyer

China’s earlier satellite export deals — with Nigeria, Algeria, and Pakistan — ran through the state-owned China Great Wall Industry Corporation, bundling spacecraft, launch, and financing under government credit. GalaxySpace’s private turnkey model is different: a company, not a state entity, delivers end-to-end operational capability and training. That lowers the entry barrier for nations without their own space programs. It also shifts the legal and security risk onto the buyer, because the infrastructure now comes from a firm Beijing can compel, not from a government-to-government agreement with clearer sovereign protections.

The cost gap is another layer. A February 2026 MERICS analysis put China’s commercial launch costs at roughly CNY 150,000 per kilogram (about $22,300), against SpaceX’s Falcon 9 at $2,700 to $3,000 per kilogram — a seven- to eight-times difference driven by reusable rocketry. GalaxySpace cannot match Starlink’s per-unit economics until China fields a reliable reusable launch vehicle, and multiple Chinese firms are still in development. For a single CubeSat, the calculation is different; for a constellation, the gap matters.

The Long March 6C that carried Lingzhi-09 is a boosterless variant of the 6A, which has experienced four upper-stage breakup events in 22 flights. The 6C has flown only twice; its reliability record is not yet statistically meaningful. Customers accepting a turnkey GalaxySpace solution are entering a relationship with a firm that, until this week, had never completed a full overseas delivery. GalaxySpace reports it has launched 49 self-developed satellites to date, but independent third-party verification of its claimed capabilities has not been publicly completed.

The question is not whether GalaxySpace intends to comply with Chinese intelligence requests. It is whether the governments buying its systems have priced in the obligation. The answer, for now, is not publicly known.

Official statements highlight education and technology transfer. They avoid the lock-in effect: once operational procedures, staff training, and data formats are built around a Chinese vendor, switching becomes costly and slow. The dependency quietly outlasts the CubeSat contract.

The reach

For European space insurers, the mechanism to watch is how turnkey Chinese exports insert less-tested launch vehicles, software stacks, and legal regimes into national infrastructures. That can alter underwriting assumptions on reliability, cyber exposure, and political risk, potentially tightening conditions for projects that mix Western and Chinese hardware.
