Confirmed deaths remained lower than the missing list suggested, a number officials said would rise as recovery teams reached more villages.

Trade through Gyirong Port, which normally handles about one-third of China’s trade with Nepal, was halted by a mudslide. Rescue crews had still not reached the crossing by then.

Gyirong is also the Chinese terminus of a multibillion-dollar railway first proposed in 2016. The line is still unbuilt. The sequence below shows how that paper agreement collided with the mountain hazard that reached the port.

In a post on the China-Nepal Railway and South Asia Exchange account, researchers from both countries said the flood’s location strengthens the case for joint hazard management before further progress.

Satellite analysis from ICIMOD and Planet Labs, dated August 26, tracked a rock–ice avalanche that dammed the Lhende River and sent a debris-laden flood down a valley nearly 20 kilometres long. It snapped bridges and erased villages in minutes.

Madhav Prasad Chaulagain, a former Nepali minister for forest and environment and later physical infrastructure, told PTI that there was a lack of timely information exchange between the two countries. He said, “We observed that there was some lack of timely information exchange between the two countries.”

What is missing is a legal duty, not a technical capability.

Govind Raj Pokharel, former vice-chair of Nepal’s planning commission, said in a post on social media that both countries lost heavily despite China’s advanced monitoring. Foreign Minister Shishir Khanal indicated in official statements that Kathmandu had requested real-time data from Beijing to establish the physical cause, and that earlier talks on information-sharing have not produced a binding agreement. The Chinese Embassy in Nepal stated in an official response that it rejected claims that a dam failure or a missing warning caused the flood, describing such accounts as fake news. According to official reports, President Xi Jinping had ordered stronger monitoring and early-warning systems.

Brahma Chellaney, a strategic-affairs analyst based in India, said in a post on social media that the flood was linked to broader risk from large hydropower projects in the seismically active Himalayas, pointing to China’s planned Medog station on the Yarlung Tsangpo. He warned that a major failure there could create hazards for India and Bangladesh.

A governance patchwork without a treaty

China and Nepal govern cross-border infrastructure through memoranda, not a single binding treaty. Transport and foreign ministries run rail feasibility under Belt and Road cooperation, while hydrology and disaster agencies handle hazard information through pilot arrangements and ICIMOD-supported projects. Without a ratified agreement setting 24-hour contact points and alert thresholds, decisions depend on ad hoc diplomatic goodwill.
